مناطق الظل في الجزائر The Shadow Regions Of Algeria

Résumé: ملخص: تهدف هذه الدراسة إلى توضيح الجهود المبذولة من قبل الدولة الجزائرية في تنمية مناطق الظل، حيث اعتمدت الدراسة على المنهج الوصفي التحليلي في عرض التنمية المحلية ومختلف برامجها التي تبنتها الجزائر منذ الاستقلال، ومحاولة وضع تعريف أكاديمي لما يسمى بمناطق الظل وعرض الاجراءات التي تتبعها الجزائر من أجل تنمية هذه المناطق. وقد خلصت الدراسة إلى انه رغم البرامج والمخططات التنموية الضخمة إلا أنها أخفقت في تحقيق إقلاع اقتصادي شامل أدى إلى خلق واتساع فجوة التنمية المحلية خلق مناطق محرومة تسعى الدولة لتنميتها ضمن برنامج استعجالي إلا أن هناك أزيد من 60% من هذه المشاريع تفتقر إلى تمويل والكثر منها تم تجميده خاصة مع انهيار أسعار النفط والظروف الوبائية التي مرت بها البلاد . Abstract: The aim of this study is to illustrate the efforts made by the Algerian State in the development of the shadow regions. The study was based on the descriptive and analytical approach to local economic development and the various programmes adopted by Algeria since independence. The study concluded that, despite the enormous development programmes and plans, they failed to achieve a comprehensive economic takeoff that created and widened the local development gap, creating disadvantaged areas for development by the State as part of an urgent programme.
