البحث العلمي: المسلك الجديد نحو الابتكار -دراسة حالة الجزائر حسب مؤشر الابتكار العالمي خلال الفترة 2013-2019-

Résumé: هدفت هذه الدراسة إلى التعرف على حقيقة الدور الذي يلعبه البحث العلمي في تطوير الابتكار وتحسين رتبة الجزائر في مؤشر الابتكار العالمي في الفترة 2013-2019 م وقد انتهت الدراسة، بعد تحليل مدخلات الابتكار ومخرجاته من خلال عرض إحصائيات مؤشر الابتكار العالمي وأرقامِه وتحليلِها ، إلى أن السلطات المعنية في الجزائر لا تعي حقيقة الدور الذي يلعبه البحث العلمي في تنشيط الابتكار، وأن مختلف البرامج والميزانيات التي خصصتها للجامعات ومراكز البحث غير كافية، حيث إن مؤشر رأس المال البشري والبحث هو المؤشر الأكثر ضعفا في قيمه، وتم التوصل إلى أنه السبب الرئيسي في ضعف رتبة الجزائر في مؤشر الابتكار العالمي لنفس الفترة. Abstract: This study aims to identify the true role that scientific research plays in developing innovation in Algeria and improving its rank in the global innovation index in the period 2013-2019. The study concluded, after analyzing innovation’s inputs and outputs by presenting and analyzing the statistics and numbers of the Global Innovation Index (GII) that Algerian authorities are far from being aware of the scientific research role in stimulating innovation.We also found that the various programs and budgets allocated to the universities are not sufficient, as the Human Capital and Research index is the most weak among relevant indices.This weakness is found to be the main reason for Algeria's poor rank in the GII in the same period.
