Résumé: The study aimed to identify the effect of the practice of human resources management (recruitment, selection, training, performance evaluation, wages and incentives, health and professional incentives) on achieving institutional excellence (leadership discrimination, service provision discrimination) in some of the trade directorate of the state of Medea. To achieve the goal of this study, the researcher designed a questionnaire that included (45) paragraphs, in order to collect primary information from the study sample, and in light of this, data were collected, analyzed, and hypotheses tested using SPSS. The study sample consisted of (144) employees of the Trade Directorate . Many statistical methods were used, including the Alpha Crow Nach Superman correlation coefficient to achieve the study objectives, and after conducting the analysis process for the study data and its hypotheses, the study reached a number of results, the most important of which were: The level of human resource management practice in the Trade Directorate of Medea state was high in dimensions and low in dimensions Other and that the application of the dimensions of institutional discrimination in the trade directorate of the state of Medea was high and the presence of a statistically significant effect of the moral of the practices of human resources management in achieving institutional excellence at the level of significance (05.0) and the most important recommendations were the need to pay more attention to programs of wages and incentives and that is to draw a clear policy Milestones in terms of motivating employees to achieve meaningful institutional distinction.
