سياسة التعدد اللغوي و دورها في تعزيز المواطنة اللغوية

Résumé: تعد اللغة العربية المقوم الأساسي لهويات الشعوب وانتماءاتهم، وعن طريق هذه اللغة يكتسب الفرد مواطنته، وهو حق تكفله الأعراف اللغوية، أي إعطاء اللغة الرسمية / الوطنية حقوقها في الاستعمال بأن تنال وضعها الطبيعي، وهذا دون انتهاك حقوق اللغات الوطنية أو منع الاستعمال العلمي للغات الأجنبية، لذا يحاول الباحث تسليط الضوء على الوضع السوسيو لساني في الجزائر، سيما أن الجزائر تعتمد سياسة التعدد اللغوي؛ فالسؤال الجدير بالطرح هنا: هل هذه السياسة تعتمد توزيعا وظيفيا عادلا يراعي حقوق اللغات المتعايشة؟ وإذا انتهجت الجزائر عملية ترسيم الأمازيغية سنة 2016 وهو مكسب دستوري يحمل في طياته اعترافا للمواطنة الأمازيغية، فهل هذا الترسيم يحترم النضج النسقي للغات؟. The basis for Arabs' identities is the Arabic language and only through it, the individual acquires his citizenship, which is considered a right guaranteed by linguistic norms. In other words, giving the official/national language its rights by obtaining its natural status without violating the rights of national languages or preventing the scientific use of foreign languages. Therefore, the present research attempts to shed light on the sociological situation in Algeria, especially that Algeria pursues a policy of multilingualism; thus, the questions that need to be addressed are: Does this policy adopt a fair functional distribution that takes into account the rights of coexisting languages? And if Algeria pursued the demarcation process of Tamazight in 2016 (which is a constitutional gain that carries with it a recognition of Amazigh citizenship) does this demarcation respect the systemic maturity of languages?
