Résumé: يتضمن مبدأ الاختصاص الجنائي العالمي تطبيق القانون الجنائي للدولة على جرائم الحرب بغض النظر عن مكان وقوعها، وأيا ما كانت جنسية المجني عليه أو الجاني، والاختصاص الجنائي العالمي إما أن يكون اختصاص أصيل، أو احتياطي، وتكون له الأولوية على اختصاص المحكمة الجنائية الدولية، وقد تعرضت الدول التي تبنّت هذا الاختصاص إلى ضغوطات كبيرة، مما جعلها تتراجع عن تطبيقه مثلما هو منصوص عليه في الاتفاقيات الدولية التي أقرته. The principle of universal criminal jurisdiction includes applying the country's criminal law to war crimes wherever they occur, and whatever the nationality of the offender or the victim, and universal criminal jurisdiction is either inherent or reserve jurisdiction, and has priority over the jurisdiction of the International Criminal Court. The countries that approved this jurisdiction were subjected to great pressures, which caused them to withdraw its application as stipulated in the international agreements that approved it.
