دور المواطن كفاعل غير رسمي في صنع السياسة العامة الأمنية في الجزائر:دراسة لنماذج.

Résumé: عرفت الجزائر كغيرها من دول العالم عدة أزمات أمنية حادة خاصة بعد عام 1991م وقد حاولت السلطات الرسمية إزاء هذه الأزمات وضع سياسات عامة أمنية لمواجهتها ، كما عملت في نفس الوقت على إشراك عدة فواعل غير رسمية ومنها المواطنين بصيغ مختلفة في المساهمة في صنع السياسة العامة الأمنية وقد تجلى ذلك في عدة مناسبة مختلفة . وعليه تسعى هذه المقالة إلى إبراز مكانة و دور المواطن كفاعل غير رسمي في صنع السياسات العامة الأمنية في الجزائر وذلك بتحليل ومناقشة هذا الدور نماذج محددة وهي مثلا في سياسة مكافحة الإرهاب و في سياسة الوئام المدني والمصالحة الوطنية .. وقد توصلت الدراسة إلى التأكيد على أن دور المواطن لا يزال محدود و ضعيف وغير مؤثر في صنع السياسات العامة الأمنية في الجزائر و دوره يقتصر بشكل أساسي في إشراكه في تنفيذ وتزكية السياسات العامة الأمنية المنتهجة. Algeria, like other countries in the world, has known several severe security crises, especially after the year 1991 AD. In response to these crises, the official authorities tried to formulate general security policies to confront them, and worked at the same time to involve several informal actors, including citizens in different forms, in contributing to the making of security policy. This was demonstrated on several different occasions Accordingly, this article seeks to highlight the position and role of the citizen as an informal actor in public security policy-making in Algeria by analyzing and discussing this role with specific models, for example in the policy of combating terrorism and in the policy of civil harmony and national reconciliation .. The study concluded that the role The citizen is still limited, weak, and ineffective in the making of public security policies in Algeria, and his role is mainly limited to his participation in the implementation and recommendation of the security policies pursued.
