واقع اقتصاد المعرفة في الجزائر دراسة تحليلية وفق منهجية البنك الدولي Kam خلال الفترة 2010-2020

Résumé: هدفت هذه الدراسة إلى معرفة واقع اقتصاد المعرفة في الجزائر خلال الفترة 2010-2020 انطلاقا من منهجية البنك الدولي، التي تقيس اقتصاد المعرفة من خلال أربعة مؤشرات رئيسية هي: مؤشر تكنولوجيا المعلومات والاتصال، مؤشر التعليم، مؤشر الابتكار، مؤشر نظام الحوافز الاقتصادية والنظام المؤسسي. وقد توصلت هذه الدراسة إلى أنه رغم محاولة الجزائر تبني اقتصاد المعرفة إلا أن ترتيبها في مؤشرات اقتصاد المعرفة جاء ضمن المستوى المنخفض حسب دليل البنك الدولي، مسجلة تنقيط أقل من خمسة نقاط في جميع المؤشرات، بسبب ضعف استخدام تكنولوجيا المعلومات والاتصال وانخفاض نسبة الانفاق على البحث والتطوير. This study aimed to know the reality of the knowledge economy in Algeria during the period 2010-2020. Based on the methodology of the World Bank, which measures the knowledge economy through four main indicators: the information and communication technology index, the education index, the innovation index, the economic incentive system index and the institutional system. The study concluded that despite Algeria's attempt to adopt a knowledge economy, its ranking in the indicators of the knowledge economy came within the low level according to the World Bank guide, scoring less than 5 points in all indicators, Because of the poor use of information and communication technology and the low percentage of spending on research and development
