الإصلاح المالي في الجزائر وفق متطلبات اتفاقية بازل3 وأثره على استقرار النظام المصرفي الجزائري

Résumé: تهدف الدراسة إلى معرفة أثر تطبيق النظم الاحترازية التي تعمل على تقوية الأنظمة الرقابية، بالإضافة إلى دراسة أثر تطبيق المنظومة المصرفية الجزائرية لمختلف هذه المعايير الاحترازية. ومن خلال دراسة اتجاهات بنك الجزائر في تطبيق مقررات اتفاقيات بازل للرقابة المصرفية توصلنا إلى أن النظام المصرفي الجزائري وجد صعوبات جمة في تطبيق الاتفاقية الثانية والثالثة رغم الإصلاحات المتوالية والالتزام بمعظم مبادئ الرقابة المصرفية الفعالة التي أصدرتها اللجنة، فتطبيق مقترحات بازل3 يجاوز مجرد تطبيق نصوص جديدة إلى خلق ثقافة جديدة لإدارة العمل المصرفي مع ما يتطلبه هذا من تهيئة البيئة المناسبة لذلك. The study aims to know the impact of the application of prudential systems that strengthen the regulatory systems, as well as the impact of the application of the Algerian banking system for these various precautionary standards. By examining the trends of the Bank of Algeria in implementing the decisions of the Basel Convention on Banking Supervision, we concluded that the Algerian banking system found great difficulties in the implementation of the second and third agreement despite successive reforms and adherence to most principles of effective banking supervision issued by the Committee. A new culture for the management of banking business with the required environment.
