دور اتفاقيات بازل 3 في إرساء و تعزيز الاستقرار المالي للقطاع البنكي الجزائري

Résumé: الملخص: جاءت هذه الورقة البحثية لإبراز الهدف من تبني اتفاقيات بازل3 في تعزيز الاستقرار المالي للقطاع المصرفي الجزائري، وتوضيح المراحل التي مر بها هذا الاخير لمسايرة الاتفاقيات الثلاث للجنة بازل خاصة الاتفاقية رقم 3. خلصت الدراسة إلى أن الاستقرار المالي في البنوك الجزائرية يتطلب تبني ترسانة من القوانين واللوائح الداعمة له من حيث تعزيز أدوات مراقبة أداء البنوك والتشخيص المبكر للوضعية المالية لها بالكشف عن نقاط الضعف والقوة، وتكييف النظام المصرفي الجزائري وفق متطلبات لجنة بازل3، وهذا ما لوحظ من آخر تعليمة أصدرها بنك الجزائر سنة 2014 فيما يخص النسبة التي يجب أن تتعداها ملاءة رأس مال البنوك العاملة في الجزائر، موضحا طريقة حساب هذه النسبة مع الشروط الواجب مراعاتها، كما لوحظ أن النظام المصرفي الجزائري سجل تحسنا في الأداء وتحسن مستوى جودة أصوله وارتفاع مؤشر كفاية رأس ماله بمستويات تفوق النسبة التي حددتها اتفاقية بازل 3. Abstract: This research paper came to highlight the goal of adopting Basel III agreements in enhancing the financial stability of the Algerian banking sector, and to clarify the stages that the latter has gone through to keep pace with the three agreements of the Basel Committee, especially Agreement number three. The study concluded that financial stability in Algerian banks requires the adoption of an arsenal of laws and regulations supporting it in terms of strengthening tools for monitoring the performance of banks and early diagnosis of their financial status by detecting weaknesses and strengths, and adapting the Algerian banking system in accordance with the requirements of the Basel 3 Committee, and this What was observed from the last instruction issued by the Bank of Algeria in 2014 regarding the ratio that the solvency of the capital of banks operating in Algeria must exceed, explaining the method of calculating this ratio with the conditions to be taken into account. And the increase in its capital adequacy index at levels exceeding the percentage set by the Basel 3 Agreement
