Résumé: ملخص : يعد التعليم العالي من أهم آليات الاستثمار في الموارد البشرية حيث يساهم في تراكم رأس المال البشري الذي يعتبر أساس كل تقدم و نهضة سواء اقتصاديا أو اجتماعيا، و ذلك من خلال تكوين و تأهيل و تخريج الكفاءات المتخصصة و الكوادر الفنية المؤهلة في مختلف المجالات. و في هذا الصدد فإن هذه الورقة البحثية تسعى إلى إبراز الدور الذي يلعبه التعليم العالي في ذلك بجعله استثمارا بشريا فعالا لتحقيق الأهداف الاقتصادية و الاجتماعية للمجتمع البشري، من خلال تشخيص واقع الاستثمار في التعليم العالي في الجزائر و من ثم اقتراح الآليات الكفيلة بتفعيل العملية الاستثمارية للتعليم العالي في سبيل تكوين رأس مال بشري ذو جودة و نوعية. Abstract: Higher education is one of the most important mechanisms of investment in human resources, which contributes to the accumulation of human capital, which is the basis of all progress and renaissance, whether economically or socially, through the formation, qualification and graduation of specialized competencies and qualified technical staff in various fields and leading development process. In this regard, this paper seeks to highlight the role played by higher education in this by making it an effective human investment to achieve the economic and social goals of human society by diagnosing the reality of investment in higher education in Algeria , To activate the investment process of higher education in order to form human capital of quality.
