تكريس مبادئ المنافسة من خلال البوابة الإلكترونية للصفقات العمومية

Résumé: تهدف هذه الدراسة إلى إبراز أهمية البوابة الإلكترونية للصفقات العمومية في تحقيق المنافسة باعتبارها آلية حديثة في تسيير الطلب العمومي بالطريقة الإلكترونية، تعمل على ضمان احترام أكبر لمبادئ الصفقة العمومية المتمثلة في حرية الوصول للطلبات العمومية والمساواة في معاملة المترشحين وشفافية الإجراءات، كما يتم من خلالها تسهيل العلاقات بين المتعاملين الاقتصاديين والمصالح المتعاقدة وذلك باستعمال الطرق الحديثة في التسيير التي تعتمد عليها الإدارة الإلكترونية بصفة عامة. Abstract: This study aims to highlight the importance of the electronic portal for public procurement in achieving competition, as it is a modern mechanism in the conduct of public demand in the electronic way, which works to ensure greater respect for the principles of the public procurement represented in the freedom of access to public applications, equality in the treatment of candidates and transparency of procedures, and through which it is facilitated The relations between the economic dealers and the contracting interests, by using modern methods of management on which the electronic administration relies in general.
