Résumé: ملخص: يعد الاستثمار جوهر العملية الاقتصادية وعنصر فعال لتحقيق التطور الاقتصادي وقد حضي باهتمام كبير من قبل دول العالم المتقدمة والمتخلفة وعلى هذا الأساس عمدت الجزائر على الاهتمام بالاستثمار ،إذ أصدر المشرع قانون جديد للاستثمار من أجل خلق مناخ أعمال مستقطب لرؤوس الأموال المحلية والأجنبية لاسيما وأنه يتميز بالديمومة والاستمرار لسنوات مقبلة ، مما يجعل منه قانونا “قارا وشفافا"، لخلق نسيج اقتصادي قائم على مبدأ الربح المتبادل مع الشركاء وخلق الثروة والتوصل إلى إنشاء مؤسسات صغيرة ومتوسطة لتعزيز الاقتصاد الوطني، فضلا الشركات الناشئة وحاضنات الأعمال، ما يعكس وجود "إرادة سياسية" لخلق مناخ أعمال يسمح بتحقيق نسبة إدماج عالية، الكلمات المفتاحية : ترقية الاستثمار، الآليات القانونية الإدارية ، المزايا الاستثمارية ، الحوافز الضريبية abstract for achieving economic development.
