التمويل الخارجي المشروط سياسياً وأثره على المنظمات غير الحكومية الفلسطينية ما بعد اتفاق أوسلو 1993م

Résumé: تهدف الدراسة بشكل رئيس لتحليل أثر التمويل الخارجي المشروط سياسياً على المنظمات غير الحكومية الفلسطينية بعد اتفاق أوسلو 1993م. وقد اعتمدت الدراسة على المنهج الوصفي التحليلي والمنهج التاريخي. وتتبعت الدراسة المنظمات غير الحكومية الفلسطينية والتمويل الخارجي الغربي وشروطه، وموقف المنظمات غير الحكومية من التمويل المشروط وأثره عليها. وخلصت الدراسة إلى أنّ التمويل الخارجي المشروط سياسياً له أجندات خاصة استجابت له المنظمات غير الحكومية المتساوقة مع الشروط السياسية للممولين، أكثر من تلبيتها لاحتياجات وأولويات تنمية المجتمع الفلسطيني، مما أثر على طبيعتها ودورها ومهامها ومجالات عملها. The study mainly aims to analyze the impact of politically conditional external funding on Palestinian NGOs after the 1993 Oslo Agreement. The study relied on the descriptive, analytical and historical method. The study tracked Palestinian NGOs and Western external financing and its conditions, and the NGOs' position on conditional funding and its impact on them. The study concluded that politically conditional external funding has special agendas, to which NGOs that are consistent with the political conditions of the funders have responded more than they meet the needs and priorities of the development of Palestinian society, which has affected its nature, role, tasks and fields of work.
