أثر تبني مفهوم المنظمة المتعلمة على فعالية القرارات الإستراتيجية – حالة مجمع حليب إيقلي، ببني عباس The Impact Of Adopting The Concept Of A Learning Organization On The Effectiveness Of Strategic Decisions - The Case Of The Igli Milk Complex, Béni Abbès

Résumé: هدفت الدراسة إلى معرفة أثر تبني مفهوم المنظمة المتعلمة على فعالية القرارات الإستراتيجية في منظمات الأعمال، ولهذا الغرض تم اختيار "مجمع الحليب بإيقلي لولاية بني عباس" كنمودج للدراسة. حيث أعدت استبانة لغرض توزيعها على أفراد عينة الدراسة التي بلغت 30 فرد وتحديد استجاباتهم إزاء العبارات المختلفة المتضمنة محاور الدراسة. تم تفريغ وتحليل الاستبانة ومعالجتها إحصائيا باستخدام برنامج الحزم الاحصائية للعلوم الاجتماعية spss. وقد تضمنت الإستبانة عدد من العبارات من شأنها المساهمة في تحديد المتغير المستقل "المنظمة المتعلمة" بأبعاده المتملثة في: (الرؤية المشتركة، التعلم الجماعي، القيادة الاستراتيجية، ثقافة التعلم المنظمي)، وكذا المتغير التابع والمتمثل في: "فعالية القرارات الاستراتيجية". ولغرض اختبار فرضيات الدراسة تم الاعتماد على المتوسطات الحسابية والانحرافات المعيارية و أسلوب الانحدار الخطي المتعدد. وقد خلصت الدراسة إلى نتيجة مفادها أنه يوجد أثر لتبني مفهوم المنظمة المتعلمة بأبعاده الأربعة (الرؤية المشتركة، التعلم الجماعي، القيادة الاستراتيجية، ثقافة التعلم المنظمي) على فعالية القرارات الاستراتيجية في "مجمع الحليب بإيقلي لولاية بني عباس"، ويعزى هذا الأثر إلى بعدي "القيادة الإستراتيجية" و"ثقافة التعلم المنظمي" من أبعاد المنظمة المتعلمة. كما أوصت الدراسة بأهمية إرساء ثقافة التعلم بين أفراد المجمع كأحد مكونات ثقافة المجمع، والمشاركة الجماعية في المعرفة والتعلم من خلال تكوين فرق العمل، وكذا إعداد برامج تدريب وتعليم مبنية على نقائص ومتطلبات المجمع، مع الرفع من مستوى التعلم لدى إدارة المجمع وإشراك العاملين في اتخاذ القرارات الإستراتيجية بشكل تفاعلي. The study aimed to know the impact of adopting the concept of a learning organization with its dimensions represented in: (shared vision, collective learning, strategic leadership, organizational learning culture) on the effectiveness of strategic decisions in business organizations, and for this purpose, the "Milk Complex in IGLI, in the State of Béni-Abbès" was chosen as a model for the study. Where a questionnaire was prepared and distributed to the study sample, which amounted to 30 individuals. The questionnaire was unloaded and statistically processed using spss program. For the purpose of testing the hypotheses of the study, arithmetic means, standard deviations, and multiple linear regression were used. The study concluded that there is an effect of adopting the concept of the learning organization on the effectiveness of strategic decisions in the "Milk Complex in IGLI, in the State of Béni Abbès", and this effect is attributed to the dimensions of "strategic leadership" and "organizational learning culture" of the dimensions of the learning organization. The study also recommended the importance of establishing a culture of learning and collective participation in knowledge among the members of the complex as one of the components of the culture of the complex, preparing training and education programs based on the shortcomings and requirements of the complex, raising the level of learning in the management of the complex and engaging employees in making strategic decisions interactively.
