صندوق ضبط الموارد ودوره في تحقيق الاستقرار الاقتصادي في الجزائر خلال الفترة (2000-2021)

Résumé: تهدف هذه الدراسة إلى تحليل دور صندوق ضبط الموارد في تحقيق الاستقرار الاقتصادي في الجزائر وتحقيق أهداف المحددة له و المتمثلة في تمويل عجز الخزينة العمومية وتخفيض الدين العام خلال الفترة 2000 – 2021، وكذا الوقوف على التحديات التي تواجهه في ظل التقلبات التي تعرفها أسعار النفط في السوق الدولية منذ سنة 2014 . وقد توصلنا إلى أن صندوق ضبط الموارد يعتبر من أهم آليات إدارة فوائض العائدات النفطية ،وقد استخدمت الاقتطاعات المالية من صندوق ضبط الموارد لتمويل العجز الموازنة العامة للدولة الناجم عن ارتفاع النفقات العمومية خصوصا نفقات التسيير، وتخفيض الدين العمومي في المقابل ان ايرادات الميزانية تتأثر بشدة بتقلبات سعر البترول في السوق المالية الدولية .أن نجاح هذا الصندوق في تحقيق الأهداف المرسومة له يرتبط بتقلبات أسعار النفط على مستوى الأسواق المالية الدولية و هو ما أكدته الأزمة النفطية الأخيرة. This study aims to analyze the role of the Resource Stabilization Fund in achieving economic stability in Algeria and its goals of financing the public treasury deficit and reducing public debt during the period 2000-2021. Additionally, the study aims to identify the challenges facing the fund in light of the fluctuations in oil prices in the international market since 2014. The Resource Stabilization Fund is considered one of the most important mechanisms for managing oil revenue surpluses, as financial deductions from the fund have been used to finance the general budget deficit resulting from increased public expenditures, especially management expenses, and reduce public debt. However, budget revenues are highly affected by fluctuations in oil prices in the international financial market. The success of this fund in achieving its goals is linked to fluctuations in oil prices in the international financial markets, as confirmed by the recent oil crisis.
