Résumé: ملخص تتمثل أهداف هذه الدراسة إلى توضيح مفهوم صندوق ضبط الموارد ودوره في ضبط الموازنة العامة في الجزائر، ونظرا للطبيعة الريعية للاقتصاد الجزائري، فإن السياسة المالية الجزائرية تعتمد بشكل كبير على العوائد المتأتية من صادراتها النفطية، التي تتغير وبشكل مستمر بتغير أسعار النفط في الأسواق العالمية، ومن هنا كان لا بد من إيجاد وسيلة للاستغلال الأمثل لتلك الموارد وهو ما تجسد في صندوق ضبط الموارد، واتضح من خلال نتائج الدراسة أن نجاح صندوق ضبط الموارد في تمويل العجز الموازني كان فعالا غير أنه يبقى رهين المتغيرات الخارجية، و هو ما أكدته الأزمة النفطية الأخيرة. Abstract The objective of this study is to clarify of the concept of Revenue Regulation Fund and their role in adjust the general budget in Algeria, in view of the nature of the rentier of the Algerian economy, the fiscal policy Algerian rely heavily on proceeds from oil exports, which are changing and constantly change in oil prices in global markets. Hence, it was necessary to find a way to optimize the use of those resources which is embodied in the Revenue Regulation Fund, According to study's findings, the revenue regulation fund success in the financing of the budget deficit was considerable but stays proportional.
