الوقاية من أخطار الكوارث الطبيعية على ضوء مبادئ قانون حماية البيئة Prevention Of Natural Disasters Risks In The Light Of The Principles Of The Environmental Protection Law

Résumé: تعتبر مبادئ قانون حماية البيئة أساس قواعد الوقاية من أخطار الكوارث الطبيعية، وهذا قصد تمكين المستقرات البشرية والنشاطات التي تأويها وبيئتها على العموم، من الاندماج ضمن هدف الحفاظ على التنمية المستدامة. جميع المبادئ التي سيتم تناولها في هذا المقال مبادئ تحكم البيئة المشيدة على وجه الخصوص، مستوحاة أساسا من القانون الدولي البيئي، شق منها مبادئ محمية حماية قانونية سواء بموجب القانون رقم 03-10 و/أو القانون رقم 04-20. وشق آخر مبادئ محمية بذات الحماية القانونية، مشفوعة بالحماية الدستورية. The legal principles of the environment serve as the basis of the rules for preventing the dangers of natural disasters to enable the human settlements, the activities that harbour them and their environment, in general, to be integrated within the goal of maintaining sustainable development. All the principles to be addressed in this paper are governing the built environment, in particular, inspired mainly by international environmental law; including principles protected by legal protection, either under Law N°. 03-10 and/or Law N°. 04-20; another part of the principles are protected by the same legal protection, with constitutional protection.
