رقمنة الحالة المدنية في البلدية

Résumé: تناولنا في دراستنا هذه المعنونة برقمنة الحالة المدنية بالبلدية، بلدية المسيلة نموذجا، والذي تم التطرق فيه إلى الإشكالية المطروحة، المتمثلة في: ما هي آليات رقمنة الحالة المدنية وأثرها في تحسين جودة الخدمة العمومية؟ وإندرج تحتها أسئلة فرعية: - ما مدى تكوين الموظفين الذين يشرفون على مشروع الرقمنة، وماهي درجة تكوينهم؟ - ماهي أهم الصعوبات التي تحول دون تحقيق مشروع رقمنة الحالة المدنية بالبلدية؟ وأعتمدنا في دراستنا على المنهج الوصفي التحليلي لأنه يتوافق مع مشكل الدراسة المطروح وعن طريقه يمكن جمع معلومات دقيقة وكافية، بالإضافة إلى المنهج التاريخي في تحديد النصوص القانونية التي عرفها نظام الحالة المدنية، ومن أجل إثراء الموضوع، ركزنا على الهيكل البشري المكون لمصلحة الحالة المدنية بالبلدية، بالإضافة إلى بيان المشاكل التي تعيق عملية الرقمنة، من الإطار القانوني المنظم لعملية الرقمنة إلى الوسائل المادية التقنية والبرمجية، حيث بتوفرها يتحقق مشروع الرقمنة، وتم التوصل في الأخير إلى نتائج ومن أهمها، -ضرورة إعتماد الرقمنة بالإدارات العمومية، الذي جاء نتيجة تحولات والقفزة النوعية الحاصلة في قطاع تكنولوجيا الإعلام والاتصال. -تبني الدولة لمشروع المرفق الإلكتروني ومن خلاله رقمنة الحالة المدنية بالبلدية، أثمر عن نتائج ملموسة وأعطى وجه إيجابي للقطاع الخدماتي العمومي في الجزائر إنعكس على رضى المواطن، كما ظهرت أيضا، سلبيات تتعلق بضعف وهشاشة البنية التحتية لتكنولوجيا المعلومات والإتصال، وهذا يقودنا إلى إعتماد نمط جديد في التسيير الإداري للقطاع الخدماتي وذلك بتوفير ما يحتاجه من تأطير بشري، ومنظومة قانونية تحمي وتخدم مشروع الرقمنة، دون إغفال العنصر المادي من توفير أجهزة و معدات بتكنولوجيا حديثة. لمشــــــــــروع الرقمنـــــــة دور فعال و مهم لأنه يشمل الإدارات المحليـــــــــة، البلدية وملحقاتهــــــــا الإدارية ويخص تقديم خدمة مباشرة للمواطن بشكــــل يومــــــــي ومتواتـــــر. Abstract In our study entitled the digitization of the civil status in the commune we have considered the commune of M’sila as an example. Through this study we will answer the following question: what are the mechanisms of the process of digitization of the civil status and its impact on improving the quality of public service. To answer this question we asked some sub-questions: - Is there any approved plan for the implementation of the project of digitization at the level of the civil registry office? - How well trained are the public officers charged with the project of digitization of the civil status? - What the challenges and difficulties facing the process of digitization in the commune? We based our study of the descriptive analytic method as well as the historical method consistent with the study subject which will allow us to collect accurate and enough data. We also focused on the human frame of the study sample within the office of the civil status to enrich the subject matter as well as stating the problems facing the process of digitization, starting with the regulations of the process itself then the material and technical means used in it since they are crucial to the realization of the digitization process. Thus, we reached the following outcome: - The necessity of the digitization in public offices was the result of the transformation and quantum leap in the field of information and communication technology. - The establishment of the project of the electronic facility to digitize the civil status office in the commune gave a positive side and substantial results to the service sector in Algeria clearly to complete this endeavor that showed weakness of infrastructure of information and communication field. So we have to take a new norm to run the administration in the service sector through providing what is needed from staff members as well as the legal frame to protect the project of digitization without neglecting the material element by providing new tech equipments.
