عن الموازنة بين حماية حق الطفل في الإعلام والحق في اللعب والحماية من مخاطر استخدام الأنترنيت

Résumé: ملخــص يعتبر الحق في الإعلام والحق في اللعب من أهم الحقوق التي من شأنها تكوين شخصية الطفل وتنمية قدراته العقلية، وبما أن الأنترنيت أصبح اليوم أحد المصادر التي من خلالها تتجسد ممارسة الطفل لهذين الحقين فكان لا بد من دراسة إمكانية تعارض استخدام الأنترنيت لما له من مخاطر مع حماية حق الطفل في الإعلام وحقه في اللعب من خلال المعالجة القانونية لحق الطفل في الإعلام والحق في اللعب على المستويين الدولي والوطني، تأثير استخدام الأنترنيت على ممارسة الطفل لحقه في الإعلام واللعب بالتطرق للجوانب الإيجابية ثم السلبية وكذا تدابير الحماية من مخاطر الأنترنيت وتفعيل استخدامه كوسيلة مساعدة على تنمية حقوق الطفل. Sammary : The right to information and the right to play are among the most important rights that shape the personality of the child and will develop his mental capacities. the Internet has today become one of the sources allowing the child to exercise his rights, it is possible to make a study concerning the use of the Internet, because of its risks, is - it conflicts with the protection of the child's right to education and the right to play and this through the legal treatment of the child's right to information and the right to play at the international and national levels, the impact of Internet use on the exercise of the child's right to information and play by addressing the positive and negative aspects and measures to protect oneself from the dangers of the Internet and activate its use as a medium development of children's rights. Résumé : Le droit à l'information et le droit de jouer sont parmi les droits les plus importants qui forment la personnalité de l'enfant et développeront ses capacités mentales. Et comme l’internet est devenu aujourd’hui l’une des sources permettant à l’enfant d’exercer ses droits, il est possible d’en poser une étude concernant l’utilisation d’Internet, en raison de ses risques, est-elle en conflit avec la protection du droit de l’enfant à l’enseignement et au droit de jouer et ce a travers le traitement juridique du droit de l'enfant à l’information et au droit de jouer aux niveaux international et national, l'impact de l'utilisation d'Internet sur l'exercice du droit de l'enfant d'information et de jouer en abordant les aspects positifs et négatifs et les mesures pour se protéger des dangers d’Internet et activer son utilisation comme moyen de développement des droits d’enfants.
