دور البلدية في التنمية المحلية - مقاربة تشاركية - The Role Of Municipality In The Local Development –the Participatory Approach-

Résumé: تمثل البلدية أبرز صور اللامركزية الإدارية التي يهدف اعتمادها إلى تحسين الخدمة العمومية، وتقريب الإدارة من المواطن في إطار تحقيق برامج التنمية المحلية، هذه الأخيرة التي حظيت باهتمام كبير يظهر في سياق الإصلاحات المحورية و الهيكلية التي تبنتها الجزائر في هذا المجال، حيث تم إعادة صياغة أدوار الفاعليين في هذه العملية بما في ذلك دور البلدية باعتبارها قاعدة الإدارة المحلية و الفاعل الأساسي في عملية التنمية المحلية، وتكريس الطابع التشاركي في العملية التنموية من خلال فسح المجال لفواعل آخرين مثل مؤسسات المجتمع المدني و القطاع الخاص وفق المقاربة التشاركية التي تعتبر مدخلا أساسيا لتحقيق الحكامة و الرشادة في تدبير الشأن المحلي. من هذا المنطلق فإننا نسعى من خلال هذه الورقة البحثية إلى بحث دور كل فاعل من الفواعل المشاركة في تحقيق التنمية المحلية، بدءا بالفاعل التقليدي المتمثل في البلدية إلى الفاعلين الجدد المندرج دورهم ضمن المقاربة التشاركية التي تهدف إلى تجسيد وتكريس الديمقراطية التشاركية The municipality is considered to be as the mostprominent from of the administrative decentralization, whose adoption aims to bring the administration closer to the citizen within the framework of achieving the local development programs. The latter which has received a great attention that appears in the context of the pivatal and structural reforms adopted by Algeria in this field, where the roles of the actors in this process were reformulated including the role of municipality as it is the base of the local administration and the main actor in the local development process, and the consolidation of the participatory nature in the development process by giving way to other actors such as the civil society institutions and the sector, according to the participatory approach, which is a key entry point for achieving governance and rationality in managing local affairs. From this point of view, we seek through this reseach paper to discuss eachof the actors involved in achieving the local development, starting with the traditional actor represented in the municipalityto the new actors whose role is included within the participatory approach that aims to embody and consolidate participatory democracy
