دور الضبط الإداري في الوقاية من انتشار وباء فيروس كورونا

Résumé: الملخص: تضطلع الإدارة في إطار ممارستها لنشاطاتها بأعباء عديدة ومتنوعة، ويعد الضبط الإداري من أهم هذه النشاطات، ولأنه نـظــام وقائي بالأساس فهو يستهدف الحفاظ على النظام العام وصيانة الحقوق والحريات الأساسية في ظل الظروف العادية أو الاستثنائية، ولذلك فإن الدولة ملزمة بالتدخل لضبط ومكافحة كل ما يمس بالنظام العام، سواء الأمن العام أو السكينة العامة أو الصحة العامة، وأمام تفشي وباء فيروس كورونا الذي ظهر في الصين في نهاية العام الماضي، كان لزاما عليها التدخل من خلال اتخاذ تدابير وقائية سريعة وفعالة وتقديم الرعاية الصحية اللازمة للمواطنين، للحد من انتشار هذا الوباء الذي أصبح يهدد العالم بأسره، حتى وإن كان ذلك يقيد من حرياتهم التي يكفلها الدستور ومختلف الإعلانات والمواثيق الدولية. :Abstract Administrative control is one of the most important administrative activities of the state, and it is a preventive system primarily aimed at preserving public order and maintaining basic rights and freedoms, whether under ordinary or exceptional circumstances, the state is obliged to intervene to control and combat all that affects public order ,faced with the outbreak of the Coronavirus, it had to intervene by taking preventive measures to limit the spread of this epidemic to prevent public health threats and provide the necessary health care to citizens, even if this restricts their freedoms guaranteed by the constitution and various international declarations and covenants.
