فاعلية تقلد الوظائف في الإدارة العمومية بين الكفاءة والتأهيل
Résumé: تهدف هذه الدراسة إلى معالجة موضوع فاعلية تقلد الوظائف في الإدارة العمومية بين الكفاءة والتأهيل في الجزائر،وقدتم دراسة حالة مديرية الضرائب لولاية ورقلة ، حيثتوصلناإلى أن تقلد الوظائف في الإدارات العمومية، خصوصا في مديرية الضرائبيعدنشاطا مهما كونه المسؤول عن تزويد احتياجاتها من الموارد البشرية التي تتمتع بالمؤهل العلمي، خاصة المتخصص في هذا المجال ،كما أولىالاعتماد على الكفاءة كمصدر لتقلد المناصب على أساس الترقية . وقد توصلنا من خلال الدراسة إلى أن عملية تقلد الوظائف في الإدارة العمومية بين الكفاءة والتأهيل تلعب دورا حساسا في تحقيق فاعلية الإدارةSummary: This study aims to treat the issue of effectiveness of the equal access to jobs in public administration between the competence and training in Algeria, it has been the case of the Tax Directorate of the mandate in district of Ouargla, where we determined that equal access to jobs in the public administrations, especially in the tax department is active no matter how being in charge of the supply needs of human resources with scientific qualification, a private specialist in this area, as a source of efficiency has held positions on the basis of the upgrade. We have reached through the study to mimic that process jobs in public administration between the competence and training play a crucial role in achieving effective management.
