أثر الإدارة بالأهداف على أداء المورد البشري في المؤسسات العمومية الصحية - حالة مؤسسات القطاع الصحي لولاية ادرار-

Résumé: تهدف الدراسة إلى التعرف على أثر ممارسات الإدارة بالأهداف على أداء المورد البشري للقطاع الصحي بولاية ادرار من وجهة نظر مسيري المؤسسات الصحية العمومية للولاية. ولتحقيق أهداف الدراسة تم استخدام أسلوب الاستبانة باختيار عينة من مختلف المؤسسات الصحية بالولاية، مكونة من 60 موظفا، وقد أظهرت النتائج أن مستوى تطبيق الإدارة بالأهداف كان بدرجة متوسطة كما أظهرت وجود أثر ايجابي بين مستوى تطبيق الإدارة بالأهداف وبين دعم وتعزيز أداء المورد البشري بكافة مكوناته،كما بينت الدراسة وجود عديد المعوقات التي تحول دون التطبيق الأوسع لأسلوب الإدارة بالأهداف. وتوصي الدراسة بضرورة حث الإدارة العليا بتقديم الدعم لتبني أسلوب الإدارة بالأهداف بتقديم الحوافز والمكافآت بشكل دوري لدعم الإبداع وتعزيز أداء المورد البشري. Abstract The study aims to identify the impact of management practices by objectives on the performance of the human resource for the health sector in the state of Adrar from the point of view of the managers of public health institutions in the state. To achieve the objectives of the study, the questionnaire method was used by selecting a sample of various health institutions in the state, consisting of 60 employees. The study also showed the presence of many obstacles that prevent the broader application of the management by objectives method. The study recommends the need to urge senior management to provide support to adopt the management by objectives method by providing incentives and rewards periodically to support creativity and enhance the performance of the human resource.
