واقع متطلبات إدارة الأزمات في الإدارة العامة دراسة حالة: موظفي جامعة الاستقلال

Résumé: الملخص: هدفت الدراسة إلى التعرف على مفهوم إدارة الأزمات ومهامها ومتطلباتها وجذورها وأسبابها بشكل عام والتعرف على متطلبات إدارة الأزمات في المؤسسات العامة، ومعرفة الإمكانيات المادية والبشرية المتوفرة لدى إدارة الأزمات، توصلت الدراسة إلى العديد من النتائج من أهمها: يوجد في الجامعة إمكانية تشكيل فريق عمل لإدارة الأزمات، وأن نظام الجامعة وتعليماتها تشتمل ضرورة تشكيل إدارة خاصة بالأزمات، وأن إدارة الجامعة توفر إمكانية التنسيق بين الإدارات المختلفة لإدارة الأزمات، ولا يوجد في الجامعة إدارة خاصة بإدارة الأزمات ونظام إداري متخصص لإدارة الأزمات. وأن إدارة الجامعة لا تقوم بتوفير الإمكانات المالية لإدارة الأزمات ولا توفر قاعدة بيانات دقيقة تزودها إلى إدارة الأزمات، ولا يتواجد في الجامعة وبشكل مستمر فريق إدارة أزمات. أوصت الدراسة بعدة توصيات هامه كان أبرزها: ضرورة إيجاد إدارة خاصة بإدارة الأزمات ونظام إداري متخصص لإدارة الأزمات، وضرورة أن تقوم إدارة الجامعة بتوفير الإمكانات المالية لإدارة الأزمات وتوفير قاعدة بيانات دقيقة تزودها إلى إدارة الأزمات ويجب أن يتواجد في الجامعة وبشكل مستمر فريق إدارة أزمات. Abstract: The study aimed to identify the concept of crisis management, function and requirement and its roots and causes in general, and to recognize the crisis management in public institutions requirements, and knowing the material and human possibilities which available to crisis management. The study found many results, the most important is that: In the university there is the possibility of forming a teamwork to manage, the crisis and the university system and instructions include the need to form a special department to crises, and the university administration offers the possibility of coordination between the various departments for crisis management. The study recommended several important recommendations, the most notably are the need to find special management for crisis management, and system management specialist for crisis management, and the need for the university administration to provide the financial means for crisis management and provide accurate database supplied to crisis management and must reside and continuously in the university crisis management team.
