متطلبات تعيين محافظ الحسابات في ظل المعايير الجزائرية للتدقيق "naa"

Résumé: تهدف هذه الدراسة الى معالجة الاشكالية البحثية المتمثلة في متطلبات وآليات تعيين محافظ الحسابات في إطار مهمة التدقيق القانوني على مستوى المؤسسات الاقتصادية في ظل النصوص التشريعية والمعايير الجزائرية للتدقيق، حيث تطرّقنا في الجانب النظري الى شروط ومراحل التعيين حسب التشريع الجزائري والمعيار الجزائري للتدقيق رقم 210 "اتفاق حول أحكام مهام التدقيق"؛ أمّا في الجانب التطبيقي للدراسة فقد حاولنا معالجة عملية تعيين محافظ حسابات بمختلف مراحلها، على مستوى الشركة TCS+ لسنة 2019 انطلاقا من تجربتنا الميدانية، وبالاعتماد على أسلوب تحليل المضمون. في الاخير، توصّلنا الى وضع مقترح لرسالة مهمة في إطار مهمة التدقيق القانوني للشركة محل دراسة الحالة، وخلصنا الى أنّ عملية تعين محافظ الحسابات تتطلّب تحديد شروط والتزامات كل طرف في رسالة المهمة بشكل مفصّل، كما أنّ عملية التعيين تشكل خطة عمل تساهم في التنفيذ الجيد لمهمة التدقيق القانوني وتحقيق الأهداف المسطرة. Abstract: This study aims to address the research problem of the requirements and mechanisms for appointing the accounts governor in the task of legal auditing at the level of economic institutions according to the legislative texts and the Algerian auditing standards. We dealt with the conditions and stages of appointing in the theoretical side according to the Algerian legislation and auditing standards n: 210, which is an agreement on auditing tasks. While for the applied aspect of the study, we have tried to address the process of appointing accounts portfolios in its various stages, at the company level TCS + for the year 2019 based on our field experience, and based on the method of content analysis. Finally, we came up with a proposal for an important message in the context of the legal audit mission of the company under study, and we concluded that the process of appointing the account portfolios requires detailed terms and obligations for each party in the mission message in detail, and that the appointment process constitutes an action plan that contributes to the good implementation of a legal auditing task and achieving the desired goals.
