طبيعة العلاقة بين نظام الجماعات المحلية والديمقراطية التشاركية: علاقة تكامل أم مجرد مفهوم واسع ومتجدد للديمقراطية؟

Résumé: لقد أبانت التحولات السياسية التي عرفها العالم على قصور الديمقراطية التمثيلية في تحقيق التنمية المحلية، الأمر الذي أدى إلى ظهور المقاربة التشاركية كآلية لتفعيل مؤشرات الحوكمة المحلية، وكصورة جديدة للديمقراطية. ونظرا للدور الكبير الذي يلعبه نظام الجماعات المحلية في كل الدول، كان لتكريس هذه الديمقراطية التشاركية وقع إیجابي في تحقيق مشاركة المواطنین في اتخاذ القرار بالنسبة للشؤون المحلیة وتسییرها بما یتماشى مع انشغالاتهم، تحقيقا للتنمية المحلية، وذلك من خلال إشراك مختلف الفاعلين الإجتماعيين في التسيير العمومي. The political and economic transformation that the world has experienced have demonstrated the shortcomings of representative democracy in achieving local development , this has led to the emergency of the participatory approach as mechanism for activating local governance indicators and as a new image of democracy. Given the important role played by the local grouping system in all countries ; the consolidation of this participatory democracy has had a positive impact on the participation of citizens in decision –making concerning their own business, and their conduct in accordance with their concerns, In order to achieve local development through the involvement in different actors social workers in public management.
