العلاقة المفصلية بين التنمية وحقوق الإنسان؛ النشأة والتطور

Résumé: تسلط هذه الورقة البحثية الضوء على العلاقة المفصلية بين حقوق الإنسان وعلى التنمية بمختلف مستوياتها. وتخضع هذه العلاقة بين المفهومين إلى تطور البيئة الدولية. ففي سياق تطور النظام الدولي شهدت هذه العلاقة تحولات كبيرة. إن العولمة التي ارتبطت بترهل سيادة الدولة وبالتدفقات العبر دولتية ساهمت في انتشار النموذج الغربي لحقوق الإنسان و في بعث العلاقة بين التنمية وحقوق الإنسان. ومع تطور المواثيق الدولية خصوصا بعد الحرب العالمية الثانية وتأسيس منظمة الأمم المتحدة زادت هذه العلاقة متانة ووضوحا. وتعد المساواة بين المرأة والرجل من أكبر التحديات التي تواجه التنمية البشرية في العالم. فالمساواة ليست فقط قضية سياسية وأخلاقية، ولكنها أيضا ضمان لفاعلية سياسات التنمية. فتعزيز حقوق النساء يؤدي إلى تقدم البشرية جمعاء. ويؤكد هدف التنمية المستدامة الذي أقرتها الأمم المتحدة على أن تحقيق المساواة بين الجنسين وتمكين النساء هو أساس شامل لجميع أهداف التنمية المستدامة لعام 2030. من جهة أخرى، تؤكد مقاربة التنمية المستدامة على الترابط بين المجالات الاجتماعية والبيئية والاقتصادية. This research paper sheds light on the articulated relationship between human rights and development at its various levels. The relationship between the two concepts is dependent on the mutations of the international environment. And in the context of the development of the international system, this relationship has undergone great transformations. Globalization, which has been associated with the collapse of state sovereignty and flows between states, has contributed to the diffusion of the Western model of human rights and the revival of the relationship between development and human rights. With the development of international charters, particularly after World War II and the founding of the United Nations, this relationship became stronger and clearer. Equality between women and men is one of the biggest challenges facing human development in the world. Equality is not only a political and moral issue, but it is also a guarantee of the effectiveness of development policies.
