الحوكمة الرقمية للادارة العمومية في الجزائر

Résumé: الملخص: تهدف هذه الدراسة إلى توضيح مفهوم الحوكمة الرقمية بشكل دقيق واستعراض السياسة الجزائرية في بناء وإدارة هذا النموذج داخل الإدارة العمومية والمرافق العامة، وذلك لتحقيق أقصى استفادة من التحول الرقمي لتحسين جودة الخدمات العامة. كما تهدف الدراسة الى تسليط الضوء على الآليات والتقنيات الحديثة التي اعتمدتها الجزائر لتطبيق الحوكمة الرقمية، مع التركيز على تحديد الأدوار والمسؤوليات. تنطلق الدراسة من إشكالية رئيسية: كيف يتم تطبيق الحوكمة الرقمية في الإدارة العمومية الجزائرية، وما هي الآليات التي اعتمدتها لتحقيق هذا التحول؟ وتعتمد على المنهج الوصفي التحليلي لدراسة السياسات والتشريعات الجزائرية المرتبطة بالتحول الرقمي، إلى جانب إجراء تحليل تطبيقي لتقييم الأداء الرقمي في القطاعات المختلفة على غرار وزارة الداخلية والجماعات المحلية ووزارة العدل وكذا وزارة التعليم العالي والبحث والعلمي ووزارة الصحة. توصلت الدراسة إلى أن الجزائر تسير بخطى ثابتة نحو تبني الحوكمة الرقمية كجزء من استراتيجيتها للتحول الرقمي المستدام. وأظهرت النتائج أن تطبيق الحوكمة الرقمية في الإدارة العمومية الجزائرية ساهم في تحسين جودة الخدمات، تعزيز الشفافية، وضمان الالتزام بالتشريعات الوطنية. كما بينت الدراسة أن التحديات الرئيسية تشمل الحاجة إلى تطوير البنية التحتية الرقمية، رفع كفاءة الكوادر البشرية، وتعزيز الثقافة الرقمية على جميع المستويات الإدارية. Summary: This article aims to clarify the concept of digital governance accurately and review the Algerian policy in building and managing this model within public administration and public facilities, in order to make the most of digital transformation to improve the quality of public services. The study also aims to shed light on the modern mechanisms and technologies that Algeria has adopted to implement digital governance, with a focus on defining roles and responsibilities. The study starts from a main problem: How is digital governance applied in the Algerian public administration, and what are the mechanisms it has adopted to achieve this transformation? It relies on the descriptive analytical approach to study Algerian policies and legislation related to digital transformation, in addition to conducting applied analysis to evaluate digital performance in various sectors such as the Ministry of the Interior and Local Communities, the Ministry of Justice, as well as the Ministry of Higher Education, Research and Scientific Research, and the Ministry of Health. The study found that Algeria is moving steadily towards adopting digital governance as part of its strategy for sustainable digital transformation. The results showed that applying digital governance in Algerian public administration contributed to improving the quality of services, enhancing transparency, and ensuring compliance with national legislation. The study also showed that the main challenges include the need to develop digital infrastructure, raise the efficiency of human resources, and enhance digital culture at all administrative levels.
