إستراتيجية تنمية المناطق الحدودية الجزائرية لفك العزلة وتخفيف الأزمات Strategy For The Development Of Algerian Border Areas To Break Up Isolation And Mitigate Crises.

Résumé: تعتبر تنمية المناطق الحدودية الجزائرية نقطة حساسة وحيوية لضمان الإستقرار والأمن، نظرا لكثرة التهديدات والمخاطر. إضافة إلى التهميش الذي تعاني منه وفشل الحكومة في تنمية متطلبات سكان هذه المناطق، الأمر الذي أدى بهم إلى احتراف العديد من الأنشطة الحرة الغير شرعية، وزادها أيضاً أن هذه المناطق في حد ذاتها تعتبر نقطة ضعف بالنسبة لها جراء نقص التنمية وزيادة معدلات البطالة، والعزلة في هذه المناطق ما جعلها أكثر استقطاباً للأعمال غير القانونية. من هذا المنطلق تسعى الدولة الجزائرية إلى محاولة إيجاد منافذ للخروج بهذه المناطق من عزلتها ومحاولة إدماجها مستعينة بذلك بمجموعة من الإستراتيجيات في مقدمتها الإستراتيجية التنموية والأمنية الهادفة إلى ربط هذه المناطق الحدودية بغيرها وفي هذه الورقة البحثية سنحاول تحديد دور التنمية في الحد من التهديدات الأمنية، وفك العزلة عن هذه المناطق. Abstract: The development of Algerian border areas is a sensitive and vital point for ensuring stability and security, given the many threats and risks. In addition to its marginalization and the failure of the Government to develop the requirements of the inhabitants of these areas, which has led them to engage in many illegal free activities, it has also been compounded by the fact that these areas are themselves vulnerable to lack of development and increased unemployment, and by isolation in these areas, which has made them more polarized for illegal work. In this context, the Algerian State is trying to find ways out of these areas and to integrate them with a number of strategies, including the development and security strategy aimed at linking them to other border areas. In this paper, we will try to define the role of development in reducing security threats, and to decouple these areas.
