Résumé: الملخص: مع التطور المتقدم والسريع في الأجهزة والآلات والأنظمة الذكية، بدأ العالم يتوجه نحو التحول الرقمي لتصبح الحياة فيه معتمدة على المنتجات والخدمات الإلكترونية إلى حد كبير قصد تحقيق كفاءة الموارد، حيث تعتمد هذه المنتجات والخدمات بشكل كلي على تكنولوجيا المعلومات والاتصالات بشكل مبتكر ومتطور، وتزداد أهمية التحول الرقمي وخاصة مع الظروف غير المسبوقة والمتعلقة بوباء كورونا الذي اجتاح العالم، ولهذا يترتب على الحكومات وضع استراتيجية للتحول الرقمي التي سترسم معالم الطريق من أجل مستقبل أفضل.
