The aim of the study is to reveal the role of total quality as an input to modern human resource development in business organizations. The success of implementing quality management and human resource management in business organizations depends on providing all the necessary requirements and resources. Human resources are the most important of these resources because intellectual capital is considered the basis of wealth and strategic factor. The modern organizations in building their competitive strategies to survive and continue in the light of the global markets and fierce competitiveness, and in this sense is to provide the necessary training and promotion systems and employment and training in accordance with the principles of quality management The basis of guaranteeing the quality of services and products, job creation and marketing, good management of change, etc.
