Résumé: المجتمع المدني هو عبارة عن صورة حقيقية لواقع أي نظام في دولة ما، وحتى يكون نظاما ديمقراطيا يقوم على احترام حقوق الإنسان ومراعاتها وضمان عدم انتهاكها، لا بد أن يكون للمجتمع المدني دور في تسليــــــــــط الضوء على واقع حقوق الإنسان، هذه الحقوق التي لم يبق لها إقليم محدود ورقعة محلية، بل أصبح لها مجال أرحب تجاوز الحدود الجغرافية للبلد، واقتضى أن يهتم بهذا المجال مجتمع مدني عالمي يتميز بخصائص ومبادئ تضمن ديمومته ونجاحه، وترعاه أجهزة مستقلة ونزيهة، مثل المنظمات غير الحكومية. وإن لهذا المجتمع المدني مجالات أرضيتها الخصبة حقوق الإنسان: مدنية كانت أو اقتصادية أو اجتماعية... ووسائل تأثير(تكتلات إقليمية، وسائل إعلام) وآليات (ضغوطات وتدخلات) تجعله- بحق- يتغيى التأثير الإيجابي في المجتمع المدني المحلي فتحفظ حقوق الإنسان من الانتقاص ويرقى بها إلى مصاف كرامة الإنسان الحقيقية وقيمته العالية. Civil society is a true picture of the reality of any system in a country, and in order for it to be a democratic system based on respecting and observing human rights and ensuring that they are not violated, civil society must have a role in shedding light on the reality of human rights, these rights that remain It has a limited region and a local area, but it has a broader field that transcends the geographical borders of the country, and it has necessitated that a global civil society be interested in this area, characterized by characteristics and principles that guarantee its survival and success, and that it is sponsored by independent and impartial bodies, such as non-governmental organizations. This civil society has fields of fertile ground on human rights: civil, economic or social... and means of influence (regional blocs, media) and mechanisms (pressures and interventions) It makes him - rightly - change the positive impact on the local civil society, preserving human rights from derogation and elevating them to the ranks of the true dignity and high worth of the human being.
