المجتمع المدني في الجزائر: من القصور إلى التبعية

Résumé: يتناول هذا المقال العلاقة بين السلطة والمجتمع المدني في الجزائر. فمع مطلع الاستقلال، جعلت السلطة الوطنية من المجتمع المدني جهازا من ضمن أجهزة أخرى تضمن من خلالها السيطرة على المجتمع عبر تعبئة شرائح اجتماعية واسعة من حول مشروع وخطط التنمية السريعة. ومن ذاك تم استبعاد فكرة استقلالية المنظمات المدنية وتم التعامل معها على أنها جزءا من السلطة أو امتدادا لها. غير أن الوضع تغير بعد أحداث أكتوبر 1988، إذ أصبحت مراجعة السياسات المتبعة حتى ذلك الحين حتمية. ومنذ ذاك، سعت منظمات المجتمع المدني للابتعاد عن دوائر السلطة بالدعوة إلى احترام مفاهيم مثل الديمقراطية وحقوق الإنسان وحرية التعبير. This article deals with the relationship between power and civil society in Algeria. With the start of independence, the authority in place made civil society one organ among others through which it wanted to ensure control of society by mobilizing broad social layers in order to carry out development plans. From there, the idea of the independence of civil organizations was excluded and was treated as part of power or as an extension of it. However, the situation changed after the events of October 1988. Since then, civil society organizations have moved away from power circles and have called for respect for certain concepts such as democracy, human rights and freedom of speech.
