الرقابة على النفقات العمومية

Résumé: "من اجل الحفاظ على المال العام تبنى المشرع نظام الرقابة على النفقات العمومية , حيث تعتبر هذه الاخيرة وسيلة الدولة في تنفيذ التزاماتها تجاه المجتمع, اولها المشرع بأهمية بالغة لكونها مرتبطة بالجانب الاقتصادي لدولة , تتمثل هذه الاهمية في تحديد الاطار القانوني لعملية النفقات العمومية, ومن اجل ضمان تطبيقها بشكل سليم وفي اقل وقت ممكن, وتتمثل الية الحماية القانونية لها في الرقابة المالية التي تفرضها الدولة عن طريقة هيئات المكلفة بالرقابة عليها المتمتثله في المراقب المالي والمحاسب العمومي كآليات رقابة قبلية والمجلس المحاسبة و المفتشية العامة للمالية, كآليات رقابة بعدية تضمن من خلال دورهم مراقبة سير العمليات المالية وتسجيل اي مخالفات قد تتعرض لها هذه العمليات.
