الإدارة الإلكترونية كأداة لتحسين أداء الخدمة العمومية في الجماعات المحلية دراسة حالة: بلدية ورقلة مديرية التنظيم والشؤون الإجتماعية والثقافية خلال الفترة: 2021-2022

Résumé: This study aims to determine the extent to which e-management contributes to improving the performance of the public service The local administration, like other departments, strives to successfully apply E-management, as it plays an important role in providing public service to the citizen, because it is the closest to it, and is very relevant to him in his daily life, by establishing work offices based on communication and information technology (the internet), as well as providing physical infrastructure and human cadres in order to simplify its daily operations, where the descriptive and analytical approach was used, the study was conducted on a sample of employees of the Directorate of organization, social and Cultural Affairs in the municipality of Ouargla, which amounted to Five (05) individuals, where the interview was relied on in this study as a study tool; among the most important findings are the following: - The transition from traditional management to the work of the electronic management system was through a gradual application during successive stages؛ - The main goal of the transition process is to improve the services provided to The Citizen, get rid of bureaucracy, and embody the principle of bringing the administration closer to The Citizen.
