علاقات روسيا الطاقوية بين الفرص و التحديات Russia's Energy Relations Between Opportunities And Challenges

Résumé: تكشف هذه الدراسة علاقات روسيا الطاقوية مع الدول المصدرة للنفط أوبك و أوبك للغاز و كذا علاقاتها مع الدول المستهلكة و تشمل أوربا خاصة ،باعتبارها أهم شريك لروسيا في مجال الطاقة و الصين باعتبارها جارة قريبة لها و يسهل عليهما التعاون في هذا المجال وكذا الولايات المتحدة الأمريكية حيث تتسم علاقتهما بالصراع و الاختلاف نظرا للمصالح الجيوسياسية لكليهما كما لا ننسى أن الولايات المتحدة الأمريكية باعتبارها اكبر مستهلك للغاز في العالم تستورد كميات معتبرة منه من روسيا و كذلك دخول الهند كزبون و مستهلك مهم للطاقة الروسية . سنتطرق في هذه الدراسة أيضا إلى حظوظ و فرص روسيا الطاقوية، من أهمها حصرية تصدير الغاز الروسي إلى أوربا و زيادة النفوذ الروسي في الشرق الأوسط بعد التدخل العسكري في سوريا مما زاد في حظوظ روسيا الطاقوية ،إضافة إلى أهم القيود و التحديات التي تواجه روسيا في مجال الإنتاج و التصدير والتهديدات التي تواجه أمنها الطاقوي، مع انتهاج بعض الدول المستهلكة لإستراتيجية جديدة ألا وهي التوجه نحو إستراتيجية الطاقات المتجددة . This study reveals Russia's energy relations with oil-exporting countries, OPEC and OPEC for Gas, as well as its relations with consuming countries, particularly Europe, which is Russia's most important partner in the energy sector, and China, as a close neighbor making cooperation in this field easier. It also examines the United States, where their relationship is characterized by conflict and disagreement due to their geopolitical interests. Additionally, we should not forget that the United States, being the largest gas consumer in the world, imports significant quantities from Russia, and India is emerging as an important customer and consumer of Russian energy.In this study, we will also address Russia's energy prospects and opportunities, the most important of which are the exclusivity of Russian gas exports to Europe and the increased Russian influence in the Middle East following the military intervention in Syria, which has boosted Russia's energy prospects. Additionally, we will discuss the key constraints and challenges facing Russia in the fields of production and export, as well as the threats to its energy security, with some consuming countries adopting a new strategy, namely the shift towards renewable energy strategies.
