Résumé: The problem of evaluating employees' performance is one of the most difficult challenges facing public institutions, and this is reflected in the evaluation of the performance of employees is of great importance to the employee and the institution. It provides the public institution with the ability to correct its policies and programs related to the management of its human resources. Changing circumstances, and this is done only through the optimal use of the results of the evaluation of the performance of employees in accordance with an effective system that enables the feedback of the employee and the institution. However, this system faces a number of difficulties resulting from applying the legal framework of the process to the standards imposed by the standards T and reliable systems in evaluation. In this study, we tried to address this problem by examining the reality of evaluating the performance of employees in the public institution hospital Siddiqui Mohammed Reggane, in which it was confirmed that the evaluation of the performance of employees in public institutions does not achieve its desired objectives because of these difficulties that make it a routine and rigid, To overcome these difficulties, it is necessary to build an effective system based on a flexible legal basis that allows for the adaptation of the evaluation criteria, methods and systems according to each function, based on the re-analysis of these functions, and provides effective mechanisms to address all grievances from the evaluation results.
