تمثل أهلية الأطراف الفاعلة في خطاب النزاع السياسي

Résumé: ملخص: هذا البحث يحلل تمثلات أهلية الفاعل الاجتماعي في خطاب النخبة السياسية، وقد طبق الباحث الدراسة على النخبة السياسية اليمنية، لكشف منظورات كل طرف إلى أهلية الطرف الآخر. وجاء البحث في محورين، تناول الأول: أهلية الحوثيين في خطاب نخبة حكومة هادي، وتناول الثاني: أهلية حكومة هادي في خطاب الحوثيين. وقد اعتمد الباحث على نموذج "تحليل المنظور الإدراكي لمنشئ الخطاب تجاه الفاعلين"، وكانت فئات التحليل ستا: الأهلية الذاتية، وأهلية الملكية، وأهلية الانتماء، وأهلية الكفاءة، وأهلية المعرفة، والأهلية الأخلاقية. وقد توصل البحث إلى مجموعة من النتائج والاستنتاجات، منها: أن "أهلية الانتماء" تأتي أولا لدى حكومة هادي (بنسبة 46%)، في حين أن "الأهلية الأخلاقية" تأتي أولا لدى الحوثيين (بنسبة 52%). تنزع "النخبة السياسية" في خطاب النزاع إلى تجريد الطرف الآخر من كل أهلية إيجابية، وتحويله إلى "فاعل" بلا أهلية. يعود تغليب خطاب النخبة السياسية لأهلية ما، وما تحمله من أبعاد، إلى أهدافها التي تسعى لتحقيقها، وإلى ما تراه من نقاط قوة لها ونقاط ضعف لخصومها. (فطرف ما قد يغلب البعد الأخلاقي في وصف أهلية الخصم، في حين يغلب آخر البعد الوطني، أو جانب الانتماء...إلخ). Abstract: This research analyzes the representations of the eligibility of the social actor in the discourse of the political elite, and the researcher applied the study to the Yemeni political elite, to reveal the perspectives of each party on the eligibility of the other party. The research came in two axes, the first dealt with: the eligibility of the Houthis in the discourse of the elite of the Hadi government, and the second dealt with: the eligibility of the Hadi government in the discourse of the Houthis. The researcher relied on the model of "analyzing the cognitive perspective of the originator of the discourse towards the actors", and the categories of the analysis were six: subjective, ownership, affiliation, competence, knowledge, and moral capacity. The research reached a set of results and conclusions, including: "The eligibility of affiliation" comes first with the Hadi government (46%), while the "moral eligibility" comes first with the Houthis (52%). The "political elite" in conflict discourse tends to strip the other side of all positive competence, and turn it into an "actor" without competence. The discourse of the political elite gives priority to a certain eligibility, and the dimensions it carries, due to its goals that it seeks to achieve, and to what it sees as its strengths and weaknesses of its opponents. (One side may predominate in the moral dimension in describing the eligibility of the opponent, while the national dimension, or the aspect of affiliation, etc., predominates in another).
