Résumé: تؤدي البرامج القطاعية غير الممركزة دورا اساسيا في تمويل مختلف القطاعات على المستوى اللامركزي، فهي بذاك اداة حيوية في تمويل قطاع التربية. ومن ثم، في تعزيز التنمية التعليمية وتحسين جودة التعليم. لذا جاء هذا المقال ليتناول تأثير هذه البرامج في تمويل مشاريع البنية التحتية لقطاع التربية من خلال نسب النجاح في شهادة التعليم المتوسط في ولاية المسيلة. وتستعرض هذه الدراسة المفاهيم النظرية لكل من البنية التحتية والبرامج القطاعية غير الممركزة والتحليل الاحصائي لسلسلة زمنية مدتها 24 سنة، وتوصلت الدراسة ان البرامج القطاعية عير الممركزة ليست العامل الوحيد المؤثر علة نسب النجاح بل هناك عوامل عديدة اخرى تحتاج إلى دراسات اضافية لمعرفتها وتحديدها. كلمات مفتاحية: البنية التحتية، قطاع التربية الوطنية، شهادة التعليم المتوسط، مرافق المتوسطة، البرامج القطاعية غير ممركزة تصنيف JEL: H54، I20، Decentralized sector programs play a vital role in financing various sectors at the decentralized level and are therefore an essential tool in financing the education sector. Therefore, promoting the development of education and improving the quality of education. Thus, this article discusses the impact of these programs in financing infrastructure projects for the education sector through the success rates for the intermediate education certificate in the State of M'sila. This study reviews the theoretical concepts of infrastructure programs and non-centralized sectors and the statistical analysis of a time series with a duration of 24. The study concludes that non-centralized sector programs are not the only factor influencing success rates, but rather that there are many other factors. which require additional studies to know and determine.
