أثر تبني الحوكمة على نجاح تطبيق إدارة الجودة الشاملة في المستشفيات العمومية الجزائرية

Résumé: بدأ العالم ينظر إلى حوكمة الشركات باهتمام متزايد، وبرزت الحاجة الملحة إلى تطبيق معاييرها وقواعدها في العديد من اقتصاديات دول العالم، لاسيما أعقاب الانهيارات الاقتصادية والأزمات المالية. وتكمن أهمية حوكمة المستشفيات في ضمان استمرارية تحسين جودة الخدمات الصحية لتعزيز ثقافة التميز وتطوير وتحسين الأداء المؤسسي مع الحث على التعليم والتطور والجودة في تقديم الخدمة لضمان خدمة العملاء الممتازة وتحقيق قدر أكبر من رضاهم، وذلك من أجل تحقيق رسالة المنظمة الاستشفائية وأهدافها الاستراتيجية، إن تطبيق معايير الحوكمة وقواعده من شأنه أن يحافظ على سلامة المال العام، واستقرار الاقتصاد الكلي، وأن يساهم بشكل مباشر وغير مباشر في تحقيق التنمية وأهدافها، حيث إن التطبيق الجيد من شأنه أن يفضي إلى تخفيض مكافحة الفساد، وزيادة فرص التمويل التي يعاني منها القطاع الصحي عموما. وتهدف هذه الدراسة إلى اختبار أثر معايير الحوكمة بأبعادها الشفافية، الافصاح، مجلس الإدارة، إدارة المعلومات، أخلاقيات المهنة الطبية على متطلبات إدارة الجودة الشاملة في المستشفيات العمومية الجزائرية بأبعادها، دعم وتأييد الإدارة، التوجه بالعميل، تحسين جودة الخدمة الصحية، القيادة والمشاركة، ثقافة المنظمة وتطوير المهارات، بالتطبيق على المستشفى الجامعي لولاية تلمسان. And The importance of governance hospitals to ensure continuous improvement of the quality of health services to promote a culture of excellence and develop and improve institutional performance with induction on education and development and quality in the provision of the service to ensure excellent customer service and achieve greater satisfaction in order to achieve the hospital organization's mission and strategic objectives. The application of corporate governance standards and rules of security would preserve the integrity of public money and stable macro-economy, and contribute directly and indirectly to the achievement of development objectives, as good application would lead to a reduction in anti-corruption, and increasing funding opportunities faced by the sector health generally. This study aimed to test the impact of standards of governance dimensions of transparency, disclosure, the Board of Directors, information management, medical ethics on the overall quality of the Algerian public hospitals management requirements dimensions support and the support of the administration, customer orientation, improving the quality of health service, leadership and participation, culture of the organization and the development of skills, the application to the University Hospital of the mandate of Tlemcen.
