تطبيقات مشروع البلدية الإلكترونية في الجزائر - قراءة في بعض نماذج الخدمة العمومية -

Résumé: تتناول هذه الدراسة موضوع تطبيقات مشروع البلدية الإلكترونية في الجزائر من خلال وثائق الحالة المدنية، الهوية والسفر التي تعد نماذجًا لتحسين الخدمة العمومية وترشيد العمل الإداري، وذلك في إطار تجسيد مشروع الجزائر الإلكترونية بإستغلال تكنولوجيات المعلومات والإتصال الحديثة وتقليص التعامل بالوثائق الورقية، والانتقال نحو الإدارة الإلكترونية في تقديم الخدمات العمومية بما يساهم في تحقيق رضا المواطن على نوعية الخدمات المقدمة. لقد أصبح بإمكان المواطن الولوج إلى البوابات الإلكترونية المتخصصة وطلب خدماته بعد ملأ الاستمارات والبيانات المطلوبة، مما جعل البلدية تحقق عدة فوائد باتباع النظام الإلكتروني، لاسيّما إختصار الوقت، الجهد والتكلفة وتحقيق المساواة في الوصول إلى الخدمات العمومية، غير أن تحقيق الفعالية في الأداء يتطلب مواصلة الجهود لتحسين البيئة الإلكترونية لتشمل خدمات أخرى ضمن مسعى عصرنة الإدارة المحلية ومواكبتها التطور التكنولوجي. In this research paper we try to study the topic of electronic municipality (E-Commune) project applications in Algeria through civil status documents, identity and travel, which are models for improving public service and rationalization of administrative work, in the context of embodying the Algeria electronic project by exploiting modern information and communication technologies and reducing dealing with paper documents, and moving towards electronic administration in Providing public services that contribute to achieving citizen satisfaction with the quality of services provided. As it became possible for citizen to access specialized electronic portals and request their services after filling out the required forms and data, which made the municipality achieve several benefits by following the electronic system, especially reduction in the time, effort, cost, and achieving equal access to public services, However, achieving effective performance requires continued efforts to improve the electronic environment to include other services in an effort to modernize local administration and keep pace with technological development.
