Résumé: Abstract: After the adoption of information institutions for Web 2.0 applications, became known library second-generation or libraries 2.0, bringing information specialist working out is the other known information specialist 2.0, and has become the new roles and tasks requires performed many of the skills and competencies, which are new challenges to the profession of office, and here comes the importance of this study in an attempt researcher to provide a clear concept of information specialist 2.0, in addition to highlighting the most important new skills to him in the Web 2.0 environment to work in libraries 2.0 and provide quality services, particularly with regard to public libraries being directed to a wider segment of the beneficiary- This religion is another challenge to the information specialist who it provide different services in different segments of beneficiaries and their applications. The researcher is seeking through this study to answer the key question that: What are the skills necessary to do the new information specialist in his roles the second generation of libraries? So as to achieve the main objective to identify the most important roles and competencies of the information specialist 2.0 that qualifies him to work in libraries 2.0. Adopting a descriptive approach to the study of the subject, and concluded with a set of results of determining the most important competencies and skills for information specialist 2.0.
