إصلاحات تسيير المرفق العام من خلال المرسوم الرئاسي 15/247

Résumé: الملخص:يعتبر المال العام من أبرز الوسائل التي يتم استخدامها من قبل المرفق العام وذلك بغية تلبية مختلف الإحتياجات العامة للمواطنين، لهذا فإن التسيير الجيد للمرفق العام يقتضي بالضرورة الإستعمال المحكم للمال العام، و بالتالي تحسين جودة الخدمات المقدمة للمواطن، ومنه فقد حاول المشرع الجزائري ضبط هذا المجال من خلال إصدار المرسوم الرئاسي 15/247 المتعلق بتنظيم الصفقات العمومية و تفويضات المرفق العام ، و الذي حاول من خلاله تحديث تسيير المرفق العام و ذلك عبر تبني مجموعة من المبادئ التي تدخل ضمن مفهومي التسيير العمومي الحديث و الحكم الراشد . Abstract: Public money is one of the most prominent means that is used by the public utility in order to meet the various public needs of citizens, so the good management of the public utility necessarily requires the careful use of public money, and thus improving the quality of services provided to the citizen, and this is why the Algerian legislator tried to control this area Through the issuance of Presidential Decree 15/247 related to the regulation of public procurement and public procurement, through which he attempted to modernize the management of the public utility by adopting a set of principles that fall within the concepts of new public management and good governance.
