تنمية الموارد البشرية كمدخل لتحسين الرأس مال الفكري-دراسة حالة مديرية البريد وتكنولوجيا الإعلام والاتصال لولاية البويرة

Résumé: الملخص: ستعالج هذه الدراسة أهمية تنمية الموارد البشرية في المؤسسات الجزائرية باعتبارها الركيزة الأساسية لتحسين رأس المال الفكري خاصة وأن الاستراتيجية التنافسية المعاصرة أصبحت قائمة على التفكير والعقول البشرية الإبداعية للمؤسسة، والتي يتم اختيارها وتدريبها وتحفيزها لخلق الرغبة في الأداء الفعال وتوجيهها بطريقة تولد الإبداع. اعتمدنا على دراسة تطبيقية في مديرية البريد وتكنولوجيا المعلومات والاتصال في ولاية البويرة لمعرفة واقع تنمية الموارد البشرية فيها كمرحلة أولى وكيف يمكن أن تساهم في تحسين رأس المال الفكري، من خلال استخدام أدوات إحصائية. توصلت الدراسة إلى أن مستويات تنمية الموارد البشرية في المؤسسة محل الدراسة عالية، هي نفسها المستويات عند رأس المال الفكري فيها، على إعتبار تنمية هذه الأخيرة مرتبطة بدرجة كبيرة بأليات تنمية الموارد البشرية كالتحفيز والتدريب. Abstract:This study will give the importance of human resource development in Algerian institutions as the first and basic pillar for improving intellectual capital and thus achieving comprehensive development in the economic, cultural, and social fields. This is especially since the contemporary competitive strategy has become based on the thinking and creative human minds of the organization, which are selected, trained, and motivated to create a desire for efficient performance and direct it in a manner that generates creativity. We also relied on an applied study in the institution of Post, Information Technology and Communication in the wilaya of Bouira to know the reality of human resource development in itas a first stage and how itcancontribute toimproving intellectual capital, through the use of statistical tools. This study concluded that the levels of human resources development in the institution understudy are high, the same as the levels of intellectual capital in it, giventhat the development of the latter ishighlylinked to human resource development mechanismssuch as motivation and training.
