المواطن الجزائري والجريمة الإلكترونية....أين المواطنة الرقمية؟ "دراسة استطلاعية لمجموعات جزائرية عبر الفيسبوك"

Résumé: تثير الدراسة مسألة مهمة وهي ضرورة تفعيل المواطنة الرقمية وتحفيز القائمين على غرسها عبر شبكات التواصل الاجتماعي ومن بينها شبكة الفيسبوك عند ممارسة حرية التعبير عبر فضاءات الإعلام الجديد، خاصة مع تفشي الجرائم الإلكترونية بين أفراد المجتمع الرقمي والتي تستدعي تضافر الجهود من قبل جميع الأطراف سواء المؤسسات أو الهيئات الحكومية الوطنية والدولية المعنية بممارسة الضبط عن طريق وسائله من بينها الرقابة وسن قوانين تشريعية تتحكم في الجرائم الإلكترونية أو من طرف المستخدمين لفضاءات الإعلام الجديد ومن بينهم المواطن الجزائري فهو عضو من أعضاء المجتمع الرقمي، من خلال فتح نافذة اللياقة وقواعد السلوك الرقمي التي تمثل دعامة المواطنة الرقمية والتحلي بالمسؤولية الأخلاقية وذلك لتحقيق مسعى أخلقة وتنظيم الإعلام الجديد. The study raises an important issue which is the necessity of activating digital citizenship and motivating those involved in implanting it through social networks, including Facebook when exercising freedom of expression through the new media spaces, especially with the spread of cybercrime among members of the digital community that call for concerted efforts by all parties, whether institutions or National and international governmental bodies concerned with exercising control through its means, including oversight and the enactment of legislative laws governing cybercrime or by users of new media spaces, among them the Algerian citizen, he is a member of the digital community, through the open window of the rules of digital behavior that represents a pillar of digital citizenship and the exercise of moral responsibility so as to achieve an effort To achieve an ethical endeavor and organize new media.
