آليات تعزيز الدور الرقابي للبرلمان على الميزانية العامة للدولة

Résumé: تتمثل آليات تعزيز الرقابة البرلمانية على الميزانية العامة أساسا في تفعيل العديد من الإجراءات المنصوص عليها سواء في الدستور أو ضمن القوانين العضوية والعادية في هذا المجال والتي تتزامن مع مسار الميزانية، ففي مرحلة الإعداد يجب توفير كل الإمكانيات للبرلمان ليشارك الحكومة جميع مراحل تحضير الميزانية، وكذا مده بالمعلومات اللازمة والآجال المعقولة لدراسة مشروع بحجم قانون المالية، وهو الأمر الذي يؤدي إلى التصويت عليه من طرف أعضائه بكل قناعة، إضافة إلى ذلك وأثناء تنفيذه يجب الأخذ بآليتي السؤال والاستجواب على محمل الجد تفاديا لتصرف الحكومة في تحويل الاعتمادات كيفما تشاء، وأخيرا فإن أهم آلية يمكن أن تحقق مدى التزام الحكومة بتنفيذ ما صودق عليه ابتداء هو القانون المتضمن تسوية الميزانية الذي يجب منحه الأولوية اللازمة سواء من حيث الإعداد أو الدراسة وكذا جبر الحكومة على إيداعه عند اختتام كل سنة مالية. With the necessary information and reasonable time to study a draft of the size of the Finance Law, which leads to a vote on it by its members with complete conviction, in addition to that and during its implementation, the question and interrogation mechanisms must be taken seriously in order to avoid the government's behavior in transferring funds as it wants, and finally the most important mechanism can be To achieve the extent of the government's commitment to implement what was initially ratified, which is the law containing the budget settlement, which must be given the necessary priority, whether in terms of preparation or study, as well as compelling the government to deposit it at the end of each fiscal year.
