أمن الطاقة في السياسة الصينية بين الطاقات الأحفورية و الطاقات المتجددة

Résumé: تهدف هذه الدراسة الى محاولة تحليل احدى المسائل الحيوية المرتبطة بالسياسة العليا للصين و المتمثلة في الامن الطاقوي الذي اصبح يشكل هدفا مرتبطا بالأمن القومي في الاجندة الاقتصادية و السياسية لهذه الدولة في القرن الواحد و العشرين. فمصادر الطاقة تكفل استمرار النمو الاقتصادي و بالتالي تحقيق الاستقرار الاجتماعي و السياسي في الصين. وسعيا منها لتحقيق أمنها الطاقوي، لم تكتف الصين فقط بالاعتماد على ضمان و تعزيز إمدادات الطاقات الأحفورية و انما توجهت ايضا الى الطاقات المتجددة و الصديقة للبيئة بتشجيع استيراد تكنولوجياتها و بتحفيز الاستثمار فيها و خاصة طاقة الرياح و الطاقة الشمسية. و على الصين اذا ارادت تحقيق توجه امثل لمثل هذه الطاقات ايجاد آليات أكثر لتحفيز الابتكار في مجال تكنولوجيا الطاقات المتجددة و تشجيع مواطنيها على استهلاكها. This study aims to analyze one of the vital issues related to China's high policy which is energy security. China's energy has become a vital issue linked to state policy and a national security goal in its economic and political agendas for the 21st century, as energy sources ensure continued economic growth , social and political stability in the country. In order to achieve its energy security, the Chinese government has not only relied on ensuring and enhancing the supply of fossil energies, but also directed to renewable energies and environment friendly by encouraging the import of their technologies and stimulate investment in them, especially wind and solar energy. If China wants to achieve an optimal approach to such energies, it should find more mechanisms to stimulate innovation in renewable energy technology and encourage its citizens to consume it.
