جدلية ترسيخ التحول الديمقراطي في الحوار الحضاري-دراسة حالة مصر-

Résumé: تتناول هذه الدراسة بالبحث والمناقشة إشكالية تطبيق الحوار الحضاري في التحول الديمقراطي ذلك لأن ظاهرة الحوار الحضاري لاقت صيتا واسعا بين الدول في السنوات الأخيرة بالأخص وقت انعقاد قمة الأمم المتحدة سنة 2001.وأيضا بعد الصراعات القائمة بين الحضارات وانتشار مفهوم الصدام الحضاري على الساحة الدولية، أصبح من الضروري الخوض في مثل هذه المواضيع،هذا بعد انتهاء الحرب الباردة وتصدر الولايات المتحدة الأمريكية العالمية، مما جعل الدول تنتهج النهج الديمقراطي، فأخذ موضوع التحول الديمقراطي هو الأخر حيزا كبيرا ضمن المناقشات البحثية ،فأصبح ضرورة لابد منه بعد استقلال معظم دول العالم الثالث من الاستعمار الأجنبي بصفة عامة والدول العربية بصفة خاصة ومصر بصفة أخص،وحيث أنه يكاد يغيب الحوار في تفعيل التحول الديمقراطي من خلال الصراعات القائمة بين الأطراف السياسية المتنازعة من أجل الوصول إلى السلطة داخل النظام مما أدى إلى تدهور الأوضاع السياسية والاجتماعية هذا ما جعل الشعب المصري يقوم بالثورة على النظام القائم،وصعود حركة الإخوان المسلمين إلى سدة الحكم،إلا أنها لم تدم طويلا ،بحيث قام الجيش المصري بالانقلاب عليهم من جراء أعمال الشغب التي سادت مصر. This study examines the problems of the implementation of the civilized dialogue in the process of democratization. This is because the phenomenon of the civilized dialogue has been widely heard among States in recent years, particularly at the time of the 2001 United Nations Summit. Also after the conflicts among civilizations and the spread of the concept of a civilized clash on the international scene should be delved into such topics, after the end of the cold war and the United States of Americas global leadership, thus making States pursue a democratic approach, taking the topic of democratization is another major part of research discussions, independence from foreign colonialism in general, the Arab States in particular and Egypt in particular, as dialogue is virtually absent in the democratization process through conflicts between political parties in conflict to gain power within the system, which has led to a deterioration in the political and social situation, the Egyptian people are revolutionizing the existing system , and the ascent of the Muslim Brotherhood to rule , but they did not last long The Egyptian army turned against them as a result of the riots that prevailed in Egypt
