التغيرات المناخية والظاهرة الارهابية في منطقة الساحل الافريقي. دراسة في الحركيات السببية والانعكاسات

Résumé: تنفرد التغيرات المناخية بمنطقة الساحل الإفريقي في تأثيراتها بخصوصيات تختلف عن الكثير من مناطق العالم، كونها لا تؤثر فقط على المعطيات البيئية والإيكولوجية، بل تفاقم وتضاعف من حدة أزمات الواقع الاقتصادي والسياسي والامني على غرار الفقر، البطالة، الجهل والأمية، النزاعات. ونظرا لعجز حكومات المنطقة عن الاستجابة للتحديات الناجمة عن هذه التغيرات المناخية، وغياب بدائل لسبل العيش بعيدا عن القطاع الفلاحي المتأثر سلبا بهذه التغيرات المناخية، وزيادة موجات الهجرة وما يرتبط بها من تحديات أمنية، فقد أدى ذلك إلى تفاقم عامل الاحباط المتغذي على انعدام فرص العمل، وانتشار الجهل والأمية بالمنطقة، وكل هذا جعل من تلك التغيرات المناخية بمثابة الحركيات السببية التي ساهمت في دفع شعوب المنطقة وخاصة الشباب منهم إلى الانخراط في صفوف جماعات الجريمة المنظمة والجماعات المتطرفة، كفرصة للعيش والكسب والبقاء، ما جعل منطقة الساحل الافريقي أرضا خصبة لبروز وتفاقم وانتشار ظاهرة الإرهاب وملاذا آمنا لها. The climate changes in the Sahel region are distinguished by peculiarities that differ from other regions in the world in terms of their impacts, since they go beyond the mere environmental and ecological considerations, rather, worsening the crises of the reality, socially, economically, politically and security at different levels; like poverty, unemployment, ignorance, conflicts. Due to the inability of the governments of the region to respond and adapt to the challenges resulting from these climate changes, the lack of alternatives to life away from the agricultural sector, negatively impacted by the climate changes, the increased immigration in addition to their concomitant security challenges, there has been an increase of dissatisfaction spurred by the lack of job opportunities, ignorance and illiteracy in the region, making all these climate changes as causal dynamics that pushed the peoples of the region, especially the youth, to get involved in organized crime and extremist groups as an opportunity to live, earn living and survive, which turned the African Sahel into a fertile ground and a safe haven for the emergence, worsening and spread of terrorism phenomenon.
