الفجوة الرقمية وامتداداتها: دراسة تحليلية على ضوء المؤشرات العالمية

Résumé: تهتم هذه الدراسة بموضوع الفجوة الرقمية وامتداداتها على المستوى العالمي بناءا على مؤشرات إحصائية هي مؤشرات الفجوة الرقمية،والهدف من الدراسة هو الوقوف على جوانب الظاهرة الجديدة التي هي من تداعيات وكيفية الحد منها، وقد اعتمدنا في تحليلنا على المنهج الوصفي التحليلي الذي يشرح الظاهرة والمنهج التاريخي الذي يتتبعتطور الظاهرة،وتوصلت الدراسة إلى النتائج التالية:  الفجوة الرقمية هي من إفرازات الثورة العلمية والتكنولوجية؛  تعددت وجهات النظر حول الفجوة الرقمية وتشتت الإحصائيات والمناهج لقياسها؛  التخفيف نم حدة الفجوة الرقمية يتطلب تظافر الجهود من طرف العديد من الهيئات والمنظمات؛  تباين واقع الفجوة الرقمية بين الدول المتقدمة والدول النامية وحتى بين المجموعة والإقليم الواحد؛  الفجوة الرقمية بين الدول المتقدمة والدول النامية لها عدة تداعيات وامتدادات على المجال الاقتصادي This study is concerned with the subject of the digital divide and its extensions at the global level based on statistical indicators, namely, the digital divide indicators. The objective of the study is to identify the aspects of the new phenomena that are the repercussions and how to reduce them. In this analysis we relied on the analytical descriptive method, Following the development of the phenomenon, the study reached the following results:  The digital divide is one of the secretions of the scientific and technological revolution;  Numerous views on the digital divide and the dispersion of statistics and méthodologies for measuring them;  Mitigation of the digital divide requires concerted efforts by many bodies and organizations;  The difference between the reality of the digital divide between developed and developing countries and even between the group and the region;  The digital divide between developed and developing countries has many implications and extensions to the economic field.
